Study trip to Switzerland, to strengthen the child protection delegates' capacities for the planning, implementation and monitoring of juvenile detention centers

Switzerland; Geneva / Pramont / Vaud 1-5 July:  In close collaboration with the Ministry of Women, Family, Childhood and Seniors, DCAF supported the organization of a study tour to Switzerland from 1 to 5 July 2019, for 13 child protection delegates. The purpose of this study tour was to strengthen the delegates' capacities for the planning, implementation and monitoring of juvenile detention centers and is part of a series of training courses for this professional body since 2018 with a view to strengthening the dialogue between the Child Protection Delegates and the administration of juvenile detention centers and promoting their knowledge of international good practice in this area.

 

In Switzerland, DCAF organized a series of meetings, with a Juvenile Judge at the Juvenile Court in Geneva and with a representative of the National Commission for Prevention of Torture at DCAF Headquarters. The experts gave a detailed overview of the conditions of detention of minors in Switzerland and presented their perspectives on good practices recognized by international and European standards and accepted by the federal and cantonal authorities.

 

The 13 child protection delegates also benefited from a visit to two detention centers; the Pramont educational center and the Juvenile and Young Adult Detention Center at Léchaires "Palézieux” They also attended the round tables held in the two respective institutions.

 

The debates were marked by the presence of the directors of the institutions and the heads of the cantonal youth protection services, and gave rise to a lively exchange of knowledge on the Tunisian and Swiss experiences, formulated by concrete recommendations on the promotion of legal and institutional framework for the safety of minors in Tunisia.
